I first saw these early-out discharge processes in action in 1992. I am a 12 year Veteran myself, serving in both stateside duty stations as well as overseas. Later as a civillian I exhaustively researched ways to get out of the military, through reams of regulations for all Armed Force disciplines over the next decade.
